I had a package returned to me because the address was incorrect. I sent a message to the buyer. What do I do now? And who pays to reship it?

If the buyer cancels a winning bid, is it then offered to the next person in line or do I need to relist it?

I made a payment for a purchase thru Paypal. For some reason it was cancelled by Paypal. It shows sold on Ebay. How do I go back in to pay for this item. I do not want to cheat the seller.
