Has eBay quit using paypal?

I had a bidder on an item that had actually bought the item then told me his paypal had quit working on eBay. Is this true? If not, how do I report this bidder for bad business protocols?

My listing is gone.....

I have posted the same listing 3 times and it is not showing up in my list of active. Is there a catch to it? I already posted 7 items. What am I doing wrong? UGH!
