Purchased a car/battery starter Seller sent a tracking #, e-bay states item delivered, but it wasn't, I checked with My local PO, They said delivered to a different address, same zip code, I contacted seller, He admits wrong tracking#, looked his fee...

Why am I getting this messageEmail address cannot be used for PayPal payments at this time.I checked out My pay pal account, I did have to add SSN, but other than that account in good standings.So why is e-bay preventing Me from getting payments?
