When I list an item it puts in Dynamic promotion Rate automatically!!

I HAVE HAD TO END A NEW LISTING 4 TIMES BECAUSE IT SAYS WILL LIST AT THE dynamic rate!!!NO THANK YOU!! I cannot get this off!!
