do NOT recommend buying from ebay if you need it soon as sellers can generate tracking number and it shows shipped so seller can ship as they please and ebay will do nothing - in fact i have to close my account for them even to respond

i purchased a smi-007 USB video capture that is NOT windows 10 usable then i made a windows 7 laptop and still does not work how do i send it back as i made a return but closed it thinking i could make it work to no end.
