Can’t open purchases page

Sometimes it allows me to open my purchases page but sometimes it doesn’t.

empty package

i received a package that was empty but the sellers name is in chinese so i cant contact them to tell them they forgot my merchandise. all i have is the package which has their address. how can i find out who it was from?
