Hello, I lost my top rated for late shipments, the items arive on the expected date but scanned in the next city which I cant controll. When did it change that you were pentalized if the item arived on time but scanned late?

do you get a defect for shipping late if your item get there on the expected delivery date but post officed scaned it late?
