Refund for lost PWE

I sent an Item PWE. It was in transit then never arrived. The buyer opened a refund request. I messaged the buyer twice with options but got no response. I than refunded the buyer. How do I get a refund for the lost item? Thanks

If I'm selling a item for ten dollars but accept an offer for 8 dollars, do I still pay the fee for 10 dollars and not 8?
