Sold an item, buyer didn't pay, eBay cancelled the sale. I want to offer to 2nd highest bidder (which used to be easy!). Now "Help" says I must relist the item first, which I did. Can't find any options to offer to other bidders. Can't get a customer...

Tracking when shipping postcards

I have a bunch of postcards to sell. I would like to mail them in a regular envelope. When I checked with the post office it will cost more than $3 to send a letter size envelop with tracking. That won't work with cards that sell for $5. Anyone know ...
