If I'm returning an item, will PayPal still pay the seller or does it freeze?!

The seller I bought a laptop from, won't let me cancel it, even though I talked to him about it a couple of times. Rather than closing and putting it up for rebid, he's wasting time by filng a complaint. Anyone else have a problem like this?! Move on...
