How would you handle an item not received case where a buyer claims they
didn't receive an item approximetly 3 weeks after it was delivered, with
UPS providing proof of delivery?

Also I would have to pay return shipping if I recalled the package, UPS
charges for all of that service whether the address is changed before
delivery or if the customer refuses it.
Really, I'm unsure why this is getting pinned on the seller as we did
everything required by eBay and went above and beyond with shipping

And to top it all off, he wanted to originally cancel the order so he
can repurchase again with his eBay bucks! So it has nothing to do with
not wanting the item, he just wanted to change payment method
