I have a 20 lb 20X20X10 item. FEDEX Smart Post has 70 lbs, 130" girth limits. I try to offer FEDEX Smartpost as a shipping option but it doesn't seem to be allowed. Why is that?

Damage during shipment using Global Shipping Program

I sold a framed picture to a buyer in UK. They say the glass was broken during shipment. It was shipped using the Global Shipping Program. How is payment for replacement glass handled? There was no extra insurance. Sent USPS to Erlanger, KY.
