**bleep** is up with all the CAPTCHA on every single item I look at? When did this start. Makes browsing very tedious!

How do I get my sales tax refunded on a partial refund from a Seller. Seller claims, rightfully, he doesn't collect the sales tax so it is Ebay's responsibility to refund the sales tax. I can not find any way to initiate that refund through Ebay.
