An item I sold was picked up at our store. How do I notify eBay of that? They’re still questioning why item not shipped.

Winning bidder won’t pay and eBay won’t allow me to cancel the transaction

After three weeks a winning bidder has put off paying. eBay won’t allow me to cancel the transaction and aren’t taking calls. Suggestions appreciated.
