I thought there was a way to limit who can buy other than the amount of recent returns they have or if they have negative feedback, but I can't find that anywhere. Any clues if blocking newbies is even an option?

Am I missing something? I keep setting up my fees to go on a credit card, but eBay keeps taking any shipping and monthly store fees from my balance. I want those tracked on a single credit card, not here! How do I get that changed? Is that even an op...
