Shipping Costs Gone Wild

Is it just me or has anyone else noticed the recent uptick in shipping costs? I buy vintage watches and many sellers are charging $14-$20 to ship an old watch. I recently paid $12.99 shipping, but label stated $3.49 for USPS fee.

Scam seller from India but states New York. Horrid feedback...

There is a scam seller and eBay seems not to want to shut them down. Feedback is down to 60 with all recent feedback negative. Items not being shipped. eBay, please stop this seller!

Why will Ebay not stop a seller that they know for a fact is selling Fake watches. This seller has dozens up for auction now and has had them for a very long time and Ebay sees to not care. What the heck is wrong with Ebay? Letting a known fake watch...
