I WANT TO SELL NAPKINS FOR $.40 EACH. EBAY SAYS THEY MUST COST .99 CENTS HOW DO I GET AROUND THIS THIS IS STUPID

it has been  2 months  and ebay just says to call the post office.....

I can not talk to anyone in the United States. the first class rates are crazy .. is it true that a 4 ounce package will now ship for $4.06 and not $2.66 that is a jump of $1.40 that can not be true ??? and I can not get an answer about flat rate box...
