buying for less than Buy it now price. But seller not honoring agreement.

I agreed to purchase an $85.00 perfume bottle from a seller for $75.00 but she never gave me a partial refund after the transaction went through on my credit card. Then sent a nasty message saying i should be happy with me purchase.
