I was able to finally get it to update by going into the Security
setting to do it there. It was not working in the prompts when trying to
post a sell item. But, seems to be working now after updating it first
in the Security account settings.
This issue seems to have been dragging out for over a year and a half.
So, people who can't update the number can't sell items. And, Ebay loses
money. This is basic functionality failure.
