Something that I've noticed lately is that I'll be getting offers of at least 5% off to listings that I view but don't necessarily watch/follow. I was wondering how I'd go about doing that for my own listings so that I can drive up interest.

This only seems to happen if you use your debit/credit card as the form of payment instead of PayPal and when purchasing from US->GB. For clarification, you get charged the shipping in the total by the seller, then there is a separate fee by Pitney B...
