ebay guaranteed delivery late voucher is invisible at checkout

Ebay issues a $5 voucher on missed guaranteed delivery, but there is no way to find it at checkout. As soon as you click pay, POOF~! your money is sucked out of PayPal, and nowhere on the page can any 'VOUCHER' be found.
