how do I block a bidder who keeps giving me low ball offers and takes forever to pay for auctions she already won

I forgot to leave positive feedback for a nice seller I had. But I didn't get around to it until 65 days later. Is there any way I can still leave positive feedback for her? She left positive FB for me and I know I can post a thank you on my FB profi...
