HAS EBAY "SITE PREFERENCES" BEEN DISABLED OR DELETED

I have not accessed "Site Preferences" in a while and find that I can no longer open it - has it been disabled or deleted? Thanks for any info.

Does Ebay even follow any of the discussions in this community or is it just a member to member response forum? It would be nice to know that Ebay officials cared enough to know what is troubling their members.
