Hello when I pick my own percent to promote like 2% when I go back into the item it reverts to what ebay had suggested on all my items. Am I doing something wrong

Help. I sent my identication and bank information to ebay they are still withholding my funds. I have been a good standing member since 2012. Why do they treat me this way

 anybody heard of this brand. Pink carcoat looks cashmere. Tag also says tide brand men clothing. Thx
