I have been told this may be French. The underplate is 14 inches. Can anyone identify? Not sure which way the mark goes. Thank you!    
The vase is 8 1/2 in tall and is vertical optic cobalt blue glass. The the mouth is cut and I don't know if that means it is blown into a mold or what. Any help with maker or age is very appreciated.    
Each piece has the remnants of a circular sticker. I can find no other marks any place. I have not been able to find a boat shaped creamer anywhere on the internet. Can anyone help with ID and age. Thank you
