Does anyone know if this small heart shape with indented dots charm is a hallmark for a brand?

Can anyone help me identify this hang tag. Looks like BV but the necklace looks more like Betsey Johnson. There are no other markings. I can't find anything on BV other than Bulgari and pretty sure that is not it...I think that is fine jewelry diamon...

I have these odd looking earrings (they are upside down in the pictures). They are hollow yellow plastic with goldtone metal and odd back attachment and have a hallmark.......does anyone recognize the hallmark or how to list these as far as keywords.
