Is it legal for ebay to charge sales tax on USED clothing or even new clothing, in my state which has a tax free ( on clothing) policy?

Money is not in paypal account!! REalized that AFTER i printed the shipping label, because i always check my paypal balance to make sure. money says ( on hold until delivered) in my paypal account! never saw that before

THat is what i said! But when i called paypal of course there is nobody answering, can never get a human to talk to!!, I am on EST so maybe they arent open yet ...THanks! Just very odd thats all.
