There doesn't appear to be a clear answer to this. How can I tell if I should send an offer to someone who has an item in their basket if I can't see their basket?

You should carefully polish it. That will bring it to life with a play of light in the deep dark recesses. Currently, it looks coarse and dull and it actually looks like worn silver electroplate.
