I am not able to enter package dimensions less that an inch. I would like to be able to take advantage of the lower shipping rates for flat envelopes. Please enable package sizes of less than an inch in at least one of the package size dimensions.

I thought, as of May 1, Ebay was offering $30 in credits for top rated sellers to use the promoted listing feature even if they didn't have an ebay store. Is this true?
