I got top rated on November 20. On November 26 I sald an item but did not get the 10% on the final value fee. I was told that the discount is not based on the day the item is sold but when the listing was listed on Ebay. Is that correct????

I ship small 2oz. packages at a value of below $10. If I have to add tracking I will make a loss.
