Still cant update info in ebay, still get the error "Something-went-wrong-Please-try-again-later"

Order placed on 05/11/18 and paid for item, still have no received itemalso, sent 2 emails to seller and NO REPLY, payment made b y PPal.Whats the best recourse to get refund of money sent ? Thanks Jon
