I have accepted a Best Offer on a newly listed item. After ignoring my requests for payment, the buyer contacted me to say he's having trouble with his bank. Am I free to accept another Best Offer if prior to him sending payment?

I have sold an item that offered free Local Pickup in my city. For any other purchasers, S&H was to be calculated based on their zip code. The purchaser is out of state 400+ miles from me, but was not charged the S&H. How is this even possible????

Does anyone know how long a listing draft will be saved by eBay? How long an ended listing will be saved before it is deleted? Thanks
