Yes shipping to an APO needs a customs declaration. I've gotten that
label before and I think it's for military mail. My other international
labels are usually the 4 page ones. Also AE means it is going to a
overseas / out of country base.

round up my measurements and use the same sized boxes regularly. I have
a lot of custom sized boxes for shipping my large items so I know

UPS has been charging me recently even though I always round up. I will
probably stop buying the labels on eBay if I have to use them from now
on as there is no way to dispute easily here.
Without some other software / service it's generally not worth it in my
opinion. If you really want to pursue it you can use eBay's fitment plus
auto which is probably already on for
