Why is it that when the seller does everything he is supposed to do - ships item on time with tracking information - and then the post office doesn't complete the delivery or fully update the tracking info, it is always the seller that gets penalized...

Is anyone else having trouble with their offers? I have about 7 offers from buyers. When I click on the Reply button I'm taken to another page. But there is no option on that page to either accept or reject the offer. This seems to have started about...
