The seller is based in England. He ships worldwide through the eBay Global system. I have tried to Buy-it-Now but eBay message says this sale does not qualify. Why is my offer being rejected? I have 100% rating with eBay.

I recently sold a coin to a buyer. He has 76 positive reviews and no negative reviews. If you look at his feedback in detail he has 10-12 non-pay negative reviews. How does this policy protect the sellers? Can he be excluded from the eBay site? Andre...
