Does eBay offer a capital program where sellers can borrow upfront and pay back over time or per sale?

Ebay Payments, so slow. Paypal was much better. Now I have to wait days before the funds are available in my checking account. The system sucks. If there is a way to go back to using PayPal, please let me know.
