Adding photos on listings since update on IOS phone

I'm not able to add photos to my listing since my iPhone was recently updated. I have checked in settings and I'm not able to change this to see all my recent photos on my phone.

Item damaged during shipping

I shipped the item in excellent condition in a box and with bubble wrapping on the outside. Buyer just sent pictures of the item and it is broke and unuseable (cupcake maker). Can I file a claim with the USPS, or does she need to do that?
