How to get a refund from a seller for a faulty product?

I have a seller who won't send a replacement nor a refund for a set of batteries that were dead on arrival. What can I do?

I am unable to login to Ebay 3/28/21

The login page for ebay doesn't work. I put in my username and password and it just sits there.
