I used the EBAY Global Shipping Program to ship a $750 item to Italy. Item never arrived, Ebay refunded the buyer the full amount and charged me for the $750 refund. Is this the way it is supposed to work?

I went to bed last night with 620 listings and woke up this morning to over 3500 listings!! All the new adds are duplicates of my valid listings but translated to Eropean languages. Anybody else have this?

Can international buyers leave negative feedback? I have a buyer who received and likes the item, but was charged by his home country for what appears to be Import Duty. Buyer claims he was charged for additional postage. He wants me to refund $35 or...
