Why does the shipping calculator offer parcel select, but when I go to print a label, that option is not there ?

I know buyers is what makes EBAY work but they need sellers first and foremost and when I see people that have 25 feedbacks and 7 of them are Sellers complaining about the Non Payer I wonder why EBAY lets them continue to waste sellers time...

Are These Buttons ?

These came in a bag of old buttons, but not sure if they are or not. Are plastic or celluloid. Thank you
