Ebay making up own shipping policy on listing!!!!

When I am creating a listing the shipping policies are generating themselves!! I cant change them to what I want they keep changing back to generated prices AHHHHHHHHH.... This is messing up my listings!!!

Good morning! Trying to do labels with paypal and keep getting this code. Some things are shipping some are not? Wondering if anyone knows if Canada post USPS are starting to limit places allowed to receive shipping? YIKESThank you for any insight!
