Can I file a claim with ebay or USPS for an item that was tracked as
delivered but buyer states they didnt receive? I refunded the buyer
their money. Is there a way I can be reimbursed by the postal service?

Ok thanks. I’ve had this happen twice. One buyer opened a case that I
resolved by a refund. The second buyer just left negative feedback. I
refunded her when i translated her message and requested a revision but
so far no response. Both items showed ...
