Offers being turned on automatically

Every once in a while ebay will turn offers on automatically on my listings. I do not want offers on. My items are priced as low as I'm willing to sell for. Why does this happen and how can I prevent it? It is extremely annoying.Thank you.

Region 0 (All) DVD's??

A seller from Greece is claiming his DVD's are "Region 0" and that they play anywhere. I have never heard of such a thing. Is this **bleep**?
