Why do they base your fees on more than an item sells for? Is there some kind limit where if it doesn't sell for a certain amount, they add an extra .50 or more to increase their share?

Why is it that buyers are legally obligated by thier bids? But sellers can refuse to send an item if they feel they should have got a higher price?
