Can the seller bill my FedEx/UPS account?

Just wondering if sellers are allowed to bill the buyer's FedEx/UPS account. For instance: I'm buying Product A, and want the seller to bill the cost of shipping to my FedEx/UPS account. Is this possible/allowed?
