does ebay have a person to help or just a computer. seems they a getting to big to help

i purchased a 100ft. garden hose order number 21-12172-01750 heated hose first cold night it froze.seller comment you used the hose i cant take it back. i had no way of testing without putting water thru it.no help from EBAY
