I've always allowed returns for problems with a sold item. Suddenly, new listings have changed to allow 30-day returns, and resetting preferences does not work. Has eBay changed the policy?

Does anyone know what makes a seller's (18-year old major bank) checking account a "high risk" to eBay so much that they require a new account or alternatively eBay will hold proceeds from each sale for 30 days before paying?

Looks like 1 to 4 ounces increased on 9/3/2017 from $2.67 to $3. Does anyone know if this applies only to online labels? Has the tracking increased or the actual postage amount?
