I sell a few items a month from $500-5000 per item. I usally list 10 at time. Is it worth opening a Basic eBay store? The final fee will save me about 4%, some months I'm not listing at all.

UPS Shipping Discount w/ new eBay page

Does anyone know how the UPS shipping discount is applied on the new UPS/eBay page? I'm about to pay for shipment and what the customer paid is much lower then what I will pay. I've only gone to the last page UPS page I think where it says "Pay Now" ...
