Most of my shipments go 1st class. I am getting feedback that deliveries are taking 10+ days with the worst 29 days. Is this happening to others?

Is anyone else sick of buyers who don’t pay after wining an auction? Why doesn’t EBay ban them or at least let us give feedback?

Having experienced the third refusal to pay for an auction won in a month, I really would like to know what eBay does to these buyers. Sellers can’t leave negative feedback. I think they should be banned.
