Cannot bulk relist

When trying to relist in bulk, I get a message stating "account does not meet requirements"... or something similar. Was working fine last month. I can list individually... so not an account issue.

Fees charged during promotional offer

Had the list 50 items free promo offer but got charged. Anyway to report that without having to call them?
